Governor John Bel Edwards established the Council on Watershed Management to coordinate, interagency structures at the state level for watershed-based, flood-risk reduction and planning in response to 2016 floods/disaster declarations.
The Louisiana Watershed Initiative was created to coordinate watershed-based, flood-risk reduction and planning on a regional level. There are eight provisional watershed districts created to begin to manage watershed/flood plain planning activities throughout the state. In Central Louisiana, the Provisional Watershed District 2 includes the following parishes (or part of the following parishes):
Avoyelles Bienville Caldwell Catahoula Concordia Grant
Jackson LaSalle Lincoln Rapides Winn
Jena Band of Choctaw Indians Tunica-Biloxi Tribe of Louisiana
Also included in the Provisional Watershed District 2 are
parts of Concordia Parish and a minor corner of land area of Ouachita Parish.
Kisatchie-Delta Regional Planning & Development District is the fiscal agent, facilitator, and coordinator for Provisional Watershed District 2 and is working with the partnership support of Rapides Area Planning Commission to ensure comprehensive and inclusive planning and capacity building.
Watershed 2’s leadership is organized through the efforts of a Regional Steering Committee that is guiding initiative efforts for cultivating regional projects and planning to address critical needs. The Regional Steering Committee is poised to transition to a Regional Coalition, continuing to provide policy guidance to the Council on Watershed Management for the Louisiana Watershed Initiative as a statewide, interagency undertaking to address watershed management and advance regional coordination for watershed/floodplain-based flood risk reduction and water management.
